Getting Out of Debt With Guaranteed Income

Guaranteed income, also known as basic income, refers to local programs that pay a cash allowance each month to participating beneficiaries. Most existing guaranteed income programs have a predetermined end date for each beneficiary to stop receiving benefits. The goal is to gather data on the societal benefits of guaranteed income programs to inform policies on larger programs, at the statewide or national level, in the future. It is unlikely that the U.S. will see universal basic income, where every citizen gets an equal cash allowance each month, in the near future, especially now that the future of even the most rudimentary social safety net programs is in jeopardy, but the subject of guaranteed income has been part of public discourse since the days of the COVID-19 pandemic, when millions of Americans lost their employment income. The prospect of artificial intelligence performing the tasks that many workers do for pay has kept the issue of guaranteed income at the forefront. Currently, Miami-Dade County has a guaranteed income program that benefits households whose income is too low to make ends meet but too high to qualify for public benefits. Local Guaranteed Income Programs Help Recipients Find Financial Stability Nationwide
According to a recent article on Business Insider, dozens of guaranteed income programs in 26 states have achieved similar results. The programs lasted from one to three years and paid a monthly allowance between $500 and $1,500. People were eligible to participate if their household income was below a certain level; most of the participants had household incomes just above the eligibility threshold for public benefits such as SNAP; the beneficiaries who already received public benefits tended not to participate in the guaranteed income programs to avoid losing their public benefit eligibility.
Most recipients used the money for groceries and childcare expenses and to pay down credit card debt and medical debt. They also tended to earn more employment income by the end of the program than they had when it started. In some cases, this was because they worked more hours because they could afford childcare, and in other cases, it was because they had the resources to find and qualify for better paying jobs.
What Is GI 305?
GI 305 is Miami-Dade County’s guaranteed income program. It is open to low-income residents of Miami-Dade County; 72 percent of the county’s population is eligible to receive payments through it. The program is funded by donations. Since the program started, the employment rate among participants is more than twice as high as the employment rate among non-participants. Recipients are also more likely than non-recipients to engage in volunteer work and to put the money they receive through GI 305 toward entrepreneurship projects.
